With reference to my Despatch No. 411 of
12th. instant, I have the honour to transmit for your infoma-
tion the enclosed copy of a letter from Mr. W. J. Tutcher,
Assistant Superintendent of the Botanical and Afforestation
Department in which he asks that his name may be considered
in connection with the vacancy caused by the resignation of
Mr. Ford, or that his claims to promotion may be considered
if a Botanical Department is hereafter created at Wei-hai-wei.
The facts stated in Mr. Tutcher's letter
closure.

do not lead me to modify the recommendations made in my Des-
patch above referred to, but it is possible that in the —
younger Colony of Wei-hai-wei Mr. Tutcher's qualifications
might be found of service.
